with obama safely in the white house for another term, house republicans say they will no longer try to repeal the affordable care act. but they are putting some intense scrutiny on how those changes are taking place. the house ways and means committee is now issuing a subpoena for health and human services secretary kathleen sebelius. they're demanding to know how the agency is using taxpayer money to pay for p.r. and advertising campaigns. health and human services has signed at least two contracts. one of those worth $20 million. the house ways committee says americans deserve to know where their money is going. meanwhile, employer health insurance premiums just saw their lowest increase in the last 15 years. at the beginning of the decade, premiums were going up by 10% to 15% but this year, the increase was just 4%. now the bad news, this does not necessarily mean lower cost for you. employers know when the healthcare reform goes into full effect in 2014, they will have to cover more people. so they're controlling those costs by shifting them on to you. many employers are now off
